C. Thomas McMillen,
Chairman and CEO

Tom McMillen has served as the company's Chairman & CEO since August 2005. He also serves as Vice Chairman of Ultimate Escapes Inc., a luxury destination club that trades on the America Stock Exchange under the ticker symbol UEI.
Previously, he was appointed by President Clinton to Co-Chair the President's Council on Physical Fitness and Sports from 1993 to 1997. From 1987 through 1993, McMillen served three consecutive terms in the United States House of Representatives from the 4th Congressional District.
McMillen graduated from the University of Maryland with a BS in Chemistry. He earned a BA and MA from University College, Oxford University as a Rhodes Scholar.

Christopher (Chris) P. Leichtweis, President

Chris Leichtweis serves as President of HOMS and CEO of Safety and Ecology Corporation. Mr. Leichtweis founded SEC in 1991, and over the last decade has grown the Company to its present state of over $70 million in revenue. Prior to founding SEC, he was employed by Bechtel National and Bechtel Environmental, Inc. (various business units) and was a key contributor to major federal nuclear legacy programs. Mr. Leichtweis earned a B.S., in Engineering Physics from SUNY Brockport in 1983 and received his MBA from the University of Tennessee in December 2003. In addition, he is a Certified Industrial Hygienist (“CIH”) by the American Board of Industrial Hygiene. Mr. Leichtweis was nationally recognized as the Southeast United States 2005 Ernst & Young Entrepreneur of the Year award.
Michael T. Brigante, Vice President of Finance and CFO

Michael Brigante has served as the company's CFO since May 2007 and its vice president of finance since July 2006. Prior to joining the company, Mike served as CFO of Sky Capital Enterprises, a venture fund concentrating in homeland security investments and CFO of Sky Capital Holdings, Inc. an NASD registered broker dealer, both London Stock Exchange listed companies. Throughout his career he has served in senior financial management roles for a number of public and private companies.
Mike graduated from James Madison University with a B.S. in accounting and economics and is a Certified Public Accountant.
Zev Kaplan, Director

Zev Kaplan, Attorney at Law, has served as a director of the Company since December 30, 2005. He is the Founder of a law firm concentrating its practice in the areas of transportation, infrastructure, government relations, business and administrative law.
Mr. Kaplan previously served as general counsel to a Nasdaq listed company and was previously general counsel of the Nevada Public Service Commission. Kaplan has also had a key role in the planning and financing of numerous major public infrastructure projects in Las Vegas.
Phil McNeil, Director

Philip A. McNeill is a Managing Partner and the Chief Investment Officer of SPP Mezzanine Partners. He previously served as Managing Director of Allied Capital Corporation, where he was co-head of its private finance and mezzanine activities and a member of its investment committee.
McNeill joined Allied Capital directly from M&T Capital, where he was a Vice President and an investment professional. McNeill graduated from Syracuse University with a BS in Business Administration with concentrations in Accounting, Finance, and Law and Public Policy. He earned an MBA from Harvard Business School.
Brian C. Griffin

Brian C. Griffin has held numerous senior-level positions in both the public and private sectors. His distinguished public service career includes serving as a senior government official under three Presidents and two Governors. In the private sector, he has served as both the Executive Vice President and General Counsel of a New York Stock Exchange listed oil and gas exploration company and currently serves as Chairman of the Board of Clean Energy Systems, Inc.
During two terms as Oklahoma's Secretary of Environment, he chaired and was a member of several committees sponsored by the U.S. EPA, the U.S. Department of Energy and the Southern States Energy Board.
He was a member of the Biomass & Bio-Energy Research and Development Federal Advisory Committee, which was sponsored by the U.S. EPA and the U.S. Department of Agriculture.
Griffin received his undergraduate degree from Harvard University in 1974 and was selected as a Rhodes Scholar. As a Rhodes Scholar, he attended Oxford University where he received his British law degree. He also holds an American Juris Doctorate degree.
Craven Crowell, Advisory Board Member

Craven Crowell served for eight years as chairman of the Tennessee Valley Authority (TVA). He was appointed to the TVA Board of Directors by former US President Clinton, who designated him as TVA's 11th chairman following his confirmation by the U. S. Senate in 1993. Crowell retired from TVA in April 2001 after 25 years of federal government service.
Crowell is a former chairman of the Electric Power Research Institute (“EPRI”) of Palo Alto, California, and has served as a member of the EPRI Advisory Council and as a director of EPRI Worldwide. Crowell also served on the Board and Executive Committee of the Nuclear Energy Institute (“NEI”).
In 2002, Crowell was appointed international economic advisor to the People's Government of the Hebei Province, China, by Governor Niu Maosheng. He was named honorary president of Hohai University, Nanjing, China, in 1997, becoming the first non-Chinese citizen to receive such an honor.
Since leaving TVA, Crowell has been a consultant specializing in energy and water resources.
He is a native of Nashville, Tennessee, and received his bachelor's degree from Lipscomb University. He was named Alumnus of the Year in 1995. Crowell served in the U.S. Marine Corps and was a commissioned officer in the Naval Reserve.
Anne E. Smith, Director of Investor Relations

Anne Smith serves as the Director of Investor Relations for Homeland Security Capital Corporation. Smith has managed the Public Relations department for HOMS’ subsidiary company Safety and Ecology Corporation (SEC) since 2004. Ms. Smith has been actively working in the public relations field since 2001 gaining experience working for Scripps Networks, Home & Garden Television (HGTV) and Ackermann PR.
Ms. Smith graduated from the University of Tennessee with a B.S. in Communications in 2001. Elected class President, Ms. Smith graduated from the University of Tennessee Executive MBA program in 2007.
