While in Congress as a member of Banking, Housing and Urban Affairs Committee during the savings and loan crisis, McMillen led the effort with his amendment during the 1989 savings and loan legislation (FIRREA), to force the Resolution Trust Corporation (RTC) to use private-sector contractors in managing and disposing of assets. The RTC closed in 1995 and was generally regarded as a success as it recovered, using private-sector contractors, over 85% of the value of the assets it held. The final cost to American taxpayers for the savings and loan crisis proved to be much less than originally estimated, totaling $132 billion rather than figures of $500 billion that had been floated.
Prior to his Congressional service, Mr. McMillen was a member of the 1972 Olympic team and played 11 years in the National Basketball Association.
